In the upstream of a check valve 45 on the discharge port side of a high pressure pump 42, a relief valve 48 is provided. When discharge pressure of the high pressure pump 42 becomes higher than opening valve pressure, excessive discharge pressure of the high pressure pump 42 can be avoided and excessive load applied to a pump device 30 can be avoided, because hydraulic fluid s returned to a reservoir 53 via the relief valve 48. Even if the relief valve 48 becomes recovery impossible due to biting of foreign matter, hydraulic fluid discharged from a low pressure pump 42 is not returned to the reservoir 53 via the relief valve 48 by the check valve 45. Therefore, supply impossible of hydraulic fluid of sufficient fluid pressure from the pump device 30 can be avoided.
