PURPOSE: To enable a device to perform both ordinary up/down winding operation and fine speed down winding operation without enlarging a size of the hydraulic winch device.

CONSTITUTION: A charge oil path 25 is connected to an up winding side port 17a of an oil hydraulic motor 17, so that delivery oil of a charge pump 26 can be drawn out through a check valve 27, also to provide an oil pressure/ temperature detector 29. A leading load is detected by a load detector 32 to calculate a holding pressure of the up winding side port 17a, and a delivery amount of the charge pump 26 is determined. When a down winding speed is increased, holding oil of the up winding side port 17a is made to escape to a tank 12 from a flow control valve 30. Based on fluctuating a load detected by the load detector 32 and based on changing an oil temperature detected by the oil pressure/temperature detector 29, a leak amount of the oil hydraulic motor 17 is estimated to perform feed forward control, so as to stably control a fine speed down winding speed of a winch.
