To provide a new hydrazinecarboxylic acid derivative capable of becoming an active ingredient for germicide for agriculture and horticulture having sufficient control effect and not giving phytotoxicity and contamination to plant bodies and having low influence on toxicity to human beings and beasts and fishes and environment and being safely useable, and the germicide for agriculture and horticulture.

The hydrazinecarboxylic acid derivative is represented by formula (1) (wherein R1 is a 1-6C alkoxy group or the like; R2 and R3 are each independently a hydrogen atom or the like; R4 is a halogen atom or the like; m is an integer of 0-4; R5 and R6 are each independently alkyl group or the like; Q is a phenyl group or the like which may have a substituent). The germicide for agriculture and horticulture comprises one or more kinds of the hydrazinecarboxylic acid derivatives or their salts as active ingredients.
