PURPOSE: To simplify a rotation control mechanism and to form the mechanism in a compact manner by a method wherein a lock function in two forward rotation and reverse directions and an idling function are provided by coupling a shaft member with a clutch provided at each of inner and outer diameters with a two-way clutch part.
CONSTITUTION: In a two-way two-stage clutch, a housing 6 is fixed and two shafts of inner and outer shafts 5 and 12 arranged to the housing 6 are simultaneously controlled. Namely, when a moving wheel 2 is slightly oscillated in a counterclockwise direction by means of a switch lever 10, a clutch A is brought into a state to be free in clockwise and counterclockwise directions from the housing 6, and the clutch A is rotatable integrally with an inner shaft 5 based on the housing 6. Thus, an outer shaft 12 coupled with the clutch A through an output shaft 8 is rotatable integrally with the inner shaft 5. When a moving wheel 2 is slightly oscillated in a clockwise direction by the switch lever 10, the clutch A and the outer shaft 12 are locked in two clockwise and counterclockwise direction to the housing 6, and the inner shaft 5 is freed in the two clockwise and counterclockwise directions from the clutch A and the outer shaft 12.
