PURPOSE: To restrain the liquid from infiltrating inside an image forming area and to prevent the image quality from deteriorating by providing a liquid sucking means for sucking the liquid restrained from passing by the cleaning blade.

CONSTITUTION: The cleaning device is provided with the cleaning blade 20, the hollow pipe 24 for connecting the liquid sucking hole 22 to the developing tank through the communicative holes and the vacuum pump 25, etc., disposed on the hollow pipe 24. By the vacuum pump 25, the negative pressure for sucking air as well as the liquid on the cleaning blade 20 side and sending them to the developing liquid tank 6 is generated. By the cleaning blade 20 whose tip part is held in contact with the surface of the photoreceptor 1, the residual developer on the photoreceptor surface is restrained from infiltrating inside the contact part. Then, the developer restrained from infiltrating inside the contact part allowed to flow to the both end part side is sucked from the opening of the liquid intake hole 22, and recovered in the developing tank 6 through the communicative part 23 and the hollow pipe 24.
