PURPOSE: To change manual speed at the time of the maintenance work of an elevator to a low speed and a high speed without mounting a switch and the like.

CONSTITUTION: When a manual elevating button 5 is depressed within a door zone at the time of maintenance operation, a manual low speed elevating relay 6 is energized, a contact 6a is closed, and a speed command value which corresponds to the voltage across a resistor is generated. When an elevator car goes outside of the door zone, a contact 7a is closed, a manual high speed raising relay 8 is energized, and a contact 8a is closed. Then a part of a resistor 1 is short-circuited, and a speed command value whose upper limit value is higher than the speed command value is generated.
