PURPOSE:To keep a water level at a value in the neighborhood of an instructed water level in spite of the increment/decrement of a unit flow rate by monitoring whether or not a reservoir level 4+ changes toward a set water level within a prescribed time after discharge quantity is adjusted, and increasing/decreasing the discharge quantity further when it remains unchanged or it is changed in the reverse direction. CONSTITUTION:When the reservoir level detected by a water level change detecting means 1 is changed by a constant value decided in advance, it is monitored whether or not the reservoir level changes in toward the set water level within the prescribed time by the detecting means 1 and a monitoring timer part 2 after the discharge quantity is adjusted by a control step counter part 3 by increasing/decreasing by one step corresponding to a command from the detecting means 1. When it remains unchanged or it is changed in the reverse direction, the reservoir level can be kept at the value in the neighborhood of the set water level by increasing/decreasing a control step by one step again by the counter part 3 corresponding to the command from the timer part 2. Thereby, it is possible to keep the water level at the value in the neighborhood of a designated water level in spite of difference between inflow quantity and the discharge quantity when an operation is started by setting the reservoir level at an arbitrary value.
