PURPOSE: To improve the fixing ratio of vegetation, and to prevent the breaking of an ecosystem by using carriers, in which vegetable fibers having a specified diameter or more are formed in a three-dimensional meshy shape, plant seeds and fertilizers as main components and forming the components in a sheet or mat shape having specific percentage voids or more and specified thickness.

CONSTITUTION: Natural vegetable fibers having a diameter of 0.1mm or more are formed in a three-dimensional meshy shape including a large number of voids 1, and employed as carriers 2. Plant seeds 3 and fertilizers 4 are attached to the carriers 2 or the carriers 2 are impregnated with the seeds 3 and the fertilizers 4, and the wholes are used as main components, and formed in a sheet or mat shape having percentage voids of 50% or more and thickness of 3-30mm. When the voids 1 are filled with fine soil at the time of the execution of works, water permeability, light transmission properties, ventilation, nutrient, etc., required for a plant are ensured. Accordingly, a fixing ratio is improved.
