To read/write the internal data of a contact type IC card, non-contact type IC card and IC card having both contact and non-contact types.
This device is provided with a card inserting part 3 capable of internally inserting a contact type IC card 8, a contact type IC card reader 1 locating a touch electrode 4 in contact with the electrode part of the card 8 inserted into the card inserting part 3 in the card inserting part 3 and a planar antenna 2 capable of non-contact communication by generating an electromagnetic field almost perpendicular to the card 8 inserted into the IC card reader 1. Thus, when the card 8 is inserted into the card inserting part 3, both the contact type communication and the non-contact type communication can be almost simultaneously performed. Since the planar antenna 2 generates the electromagnetic field even on the opposite side facing the card 8 inserted into the card inserting part 3 as well, the non-contact IC card 8 shading the opposite side can be read.
