In the ID card reissue system 1000 provided with a photographing device 2 and a host computer 1 capable of connecting a storage server 11, a CPU 211 in the photographing device 2 is provided with: a correction program 2132 for correcting a second face image of an applicant who applies for the reissue of an ID card on the basis of a photographing condition so as to be matched with a case photographed under the photographing condition; an extraction program 2133 for extracting a first featured value from the first face image of the applicant applying for the issue of an ID card and extracting a second featured value from the second face image corrected by the CPU 211 performing the correction program 2132; and a determination program 2134 for comparing the extracted first featured value with the extracted second featured value and determining the identity of the applicant applying for the reissue of the ID card.
