An image coding apparatus 41 codes an image by quantizing an input vector composed of a plurality of samples for each predetermined block region in a plurality of hierarchies. In this case, the apparatus 41 has a code book 52-a composed of a plurality of vector patterns previously set corresponding to each of the plurality of hierarchies, and a vector quantizing means 51 for searching the code book for each of the hierarchies to select a vector pattern corresponding to the block region and performing quantization. The vector quantizing means selects the vector pattern nearest to the code book by using the block region in which the position of a block boundary differs in the plurality of hierarchies and performs quantization.
