Abstract:

To enhance the coding efficiency in coding the image signal, by dividing a received image signal into blocks, converting each block into a plurality of kinds of coefficients, scanning the coefficients quantized by a prescribed quantization step size by a plurality of kinds of scanning sequences, coding the scanned coefficients by using a plurality of kinds of coding tables, and adaptively selecting a combination with the highest efficiency among combinations of a plurality of kinds of the scanning sequences and a plurality of kinds of coding tables.

The received image signal 1 is divided into blocks, converted into a plurality of kinds of conversion coefficients, quantized by a prescribed step size, the quantized coefficients are scanned according to a plurality of scanning sequences, coded according to a plurality of the coding tables 5, and a selector 9 selects a combination with the highest efficiency among combinations of the plurality of kinds of scanning sequences and the plurality of kinds of coding tables.
