To correct a read image into a natural image, in which noise is not conspicuous, even if an edge of the image is present or not present inside a noise region.
An image correction apparatus includes an edge decision unit 303 for making an edge decision of a noise region on a main scan line on the basis of pixel values in the relevant noise region, and a pixel correction unit 304 for correcting pixel values in the noise region on the basis of results of the decision by the edge decision unit 303. Such a configuration makes it possible to determine whether an edge of a read image is present inside the noise region and to correct a noise pixel. Accordingly, even if the edge of the read image is present or not present in the noise region, the read image can be corrected into a natural image in which noise is not conspicuous.
