PROBLEM TO BE SOLVED: To reduce an amount of depth access processing for deriving a displacement vector from a depth value in a viewpoint composition prediction.SOLUTION: A representative depth value is derived by using depth values of two points located horizontally in a sub-block and a displacement vector is derived from the derived representative depth value. Further, when a mode of an adjacent block is a skip mode, or the adjacent mode is an inter mode and a merge flag is 1, the displacement vector of the adjacent block is set to a derived vector.SELECTED DRAWING: Figure 1
