To provide an image encoding device and an image encoding method that selectively filter a blocking artifact according to similarity of image block.
The image encoding device and image encoding method filter pixel values of a region close to a boundary between two adjacent blocks in an image. The strength of filtering is increased in proportion to the boundary strength corresponding to the boundary between the blocks. When either one of the two blocks is intra-encoded, the boundary strength is set to a first value (1), and when neither of the two blocks is intra-encoded and has a conversion coefficient which is not zero, the boundary strength is set to a second value (2). When neither of the two blocks is intra-encoded and has a conversion coefficient which is not zero and reference images to be used for motion compensation prediction of the respective blocks are different or either one of absolute values of differences of components of motion vectors to be used for the motion compensation prediction of the respective blocks is equal to or larger than the predetermined threshold, the boundary strength is set to a third value (3).
