To provide an image encoding device capable of normally reproducing an audio stream including an illegal frame which can not be reproduced.
When no illegal frame is included, an illegality detecting circuit 10 switches the input of a multiplexer 11 to an audio stream side to output an externally inputted audio stream to a system multiplexing device 8. When an illegal frame is included, the illegality detecting circuit 10 switches the input of the multiplexer 11 to the side of an audio compressing device 9 and the input of a multiplexer 12 to a soundless audio signal side while the illegal frame is externally inputted. The audio compressing device 9 compresses a soundless audio signal and outputs a soundless frame, and the audio stream having the illegal frame converted into the soundless frame is outputted to the system multiplexing device 8.
