To make a toner carried on a toner carrying roller efficiently contribute to development to obtain sufficient image density in an image forming apparatus and an image forming method for using the toner carrying roller having regular irregularities on the surface.

The image forming apparatus reciprocates the toner by an alternating electric field E formed on a development gap DG between a photoreceptor 22 and a development roller 44 by application of alternating development bias, sets each parameter so that a distance V/F (V: a development roller circumferential speed, and F: a development bias frequency) moved by the development roller 44 while the toner reciprocates and an arrangement pitch P of projections 441 of a circumferential direction on the surface of the development roller 44 are equal, and efficiently spatters the toner carried on recesses 442 to contribute to the development since the toner is jumped into the recesses when the toner T1 spattered from the recesses 442 reciprocates to beat the toner carried there.
