To prevent the blade from vibrating (abnormal vibrations) or folding back and the toner from creeping through into an image forming device which has a problem that the sliding is often hampered between the image carrier and the cleaning blade due to the degradation of the image carrier or toner filming.

This image forming apparatus has an image carrier to directly or indirectly carry the toner image, a transfer means for applying a bias voltage to a conductive material to transfer the above toner image, a toner image forming means for controlling the toner density by using the density of the patch image formed on the image carrier by a patch density sensor system, and a cleaning means of a counter blade system for cleaning the toner remaining on the above image carrier surface and the conductive material. The blade consists of thermoplastic or thermosetting polyurethane, and is built by infiltrating an isocyanate compound into the part of the blade which is in contact with the image carrier and cross linking it to form a cured layer.
