An image forming apparatus includes: an allowable sheet number determination unit that determines whether the number of sheets of enclosure paper P1 is equal to or less than a reference allowable number of sheets acquired by an allowable sheet number acquisition unit based on enclosure-related entire data prior to printing by a printing unit 77; and a discharge control unit that operates a first paper discharge unit when the number of sheets of the enclosure paper P1 has been determined to be equal to or less than the reference allowable number of sheets and controls a second paper discharge unit so as to be operated when the number of sheets of the enclosure paper P1 has been determined to exceed the reference allowable number of sheets by the allowable sheet number determination unit.
