PURPOSE: To provide an image forming device which does not give rise to defects in an image formed or a failuce to clean an image holder even if potential disturbance occurs at the image holder after transfer because of memory effects.

CONSTITUTION: A static elimination/electrification means 6 for eliminating potential disturbance due to memory effects which is caused by transfer at an image holder 1 is provided between a transfer means 10 and a cleaning means 7 and the conditions required to the static elimination/electrification means 6 in eliminating static electricity from or electrifying the image holder 1 are controlled by a control means 19 in accordance with the potential of an electrostatic latent image on the image holder 1. Since the extent of the potential disturbance caused by the memory effects varies with the potential of the electrostatic latent image on the image holder 1, the conditions required to the static elimination/electrification means 6 in eliminating static electricity from or electrifying the image holder are controlled according to the potential of the electrostatic latent image, whereby the potential disturbance caused by the memory effects on the image holder 1 can readily be eliminated by the static elimination/electrification means 6.
