PURPOSE: To enable normal image fetching by prohibiting image pickup when prescribed vibration is detected.

CONSTITUTION: Light from an optical system 41 is photoelectrically converted in an image pickup element 42 such as a CCD or the like, A/D converted through a process circuit 43 is an A/D converter 44 and recorded in plural memories 45. A control means 46 is used so as to drive the element 42, the element 42 and the optical system 41 are driven by a prescribed amount based on signals from the means 46 in an image shifting means 47 and an image shift amount is decided corresponding to resolution to be obtained. Whether or not to fetch an image picked up as a normal image is discriminated in a shift amount discrimination means 51, the information is sent to the means 46, the permission of image synthesis is supplied from the means 46 to a switching means 52 when the images are normally fetched and picture signals are recorded in the plural memories 53 for image synthesis and synthesized in a synthesis means 54. Inversely, when the images are not normally fetched, the means 46 is operated based on the signals from the means 51 and control is performed so as not to perform recording after the images in the switching means 52.
