To display only defects recognized as necessary for a user to know in a result report.SOLUTION: An image inspection report creation device includes: a difference level calculation part 440 that calculates a difference level indicating the degree of difference on the basis of the difference between an inspection image and a read image; a display determination part 430 that compares the difference level calculated by the difference level calculation part 440 and a reference difference level 436 that is set in advance to determine whether or not to display the difference in a result report; and a file creation part 431 that creates the result report regarding the difference on the basis of the determination result of the display determination part 430.
