Signals of respective SS communication bases previously installed in a general house, a building, public facilities, a factory, a public square, a parking lot, a lobby of a hotel, etc., of signals of various SS communication bases are gathered in batch by signal integrating equipment via a SAW device, and converted from SS signals into packet signals, which are sent out to an SSIP packet communications network. Regarding receiving equipment, the packet signals received from the SSIP packet communication network into the SS signals are converted, spread modulated signals of them are received via an SAW device and demodulates them, and position management data are merged, thus economically structuring a wide-area position management information communication system which achieves the generality, convenience, and flexibility of an object area, the accuracy of position confirmation corresponding to necessary use, the confidentiality and privacy of information communication, and security functionality.
