To provide an image processing device capable of performing the deterioration evaluation of a structure high in reliability and to provide an image processing method and an image processing program.SOLUTION: An image processing device 300 includes: a data acquisition part 321 for acquiring a captured image of a structure; a mesh processing part 322 for dividing the captured image into a plurality of divided images; a divided image classification part 323 for outputting a divided image label to each of the plurality of divided images; a feature image extraction part 324 for extracting feature images having a local feature from the captured image; a feature image classification part 325 for outputting a feature image label to each of the feature images; and a label correction part 326 for correcting the divided image label corresponding to the divided images overlapped with the feature images on the basis of the divided image label and the feature image label, and outputting it as a correction label.SELECTED DRAWING: Figure 2
