To provide an image processor, etc. relieving a visual burden to be generated when viewing a video image including such a large motion that the whole picture moves.

The image processor has: a feature detection part which detects a plurality of motion vectors based on an input video sinal; a determination part which determines whether or not signal processing on the input video signal is performed based on criteria regarding mutual size and directions of the plurality of motion vectors; and a video signal processing part which performs the signal processing for degrading quality of the video image regarding the input video signal when the determination part determines that the signal processing is performed.
