A candidate vector calculation part 12 obtains a background vector v1 indicating the movement of the background and an object vector v2 indicating the movement of an object other than the background for each small block with an input image divided into blocks. A pixel unit movement estimation part 13 counts a background count value indicating the number of times of the continuation of the correlation of the movement following the background vector v1 and images for the background, and counts an object count value indicating the number of times of the continuation of the correlation of the movement following the object vector v2 and the image for the object separately from the counting of the background count value. Then, the pixel unit movement estimation part 13 obtains a forward direction vector and a reverse direction vector indicating the movement of the pixel of the interpolation frame based on the size relation of the background count value and the object count value. This invention is applicable when executing the frame interpolation of the image for instance.
