To provide an image transmitting/receiving system in which a high- quality video can be displayed or recorded on a receiving apparatus side, while reducing the information amount required for transmission of the video by transmitting only the differences of each frame image from an image transmitting apparatus, and to provide the image transmitting apparatus and the image receiving apparatus.

The image transmitting apparatus is provided with a non-volatile memory 182 for storing first and second images, differential extracting means 195 for reading out the first and second images to extract a difference image, recording means (the memory 182, etc.), for recording a noise-removing threshold contained in the difference information forming the difference image, noise removing means 196 for generating a noise-removed difference image obtained by removing difference information smaller than the threshold among the difference information forming the difference image, and transmitting means (transmitting/receiving means 157) for transmitting the noise-removed difference image to another communication device.
