The vehicle interior monitoring ECU 100 comprises a living matter detection part 110 that detects a living matter P left in the vehicle interior and an environment determination part 120 that determines occurrence of deterioration of an environment in the vehicle interior which is not desirable to the living matter P. The vehicle interior monitoring ECU 100 comprises an environment improvement part 130 that when the deterioration of the environment in the vehicle interior is determined, makes an on-vehicle instrument execute improvement processing for improving the environment in the vehicle interior, utilizing electricity of a battery 92 mounted on the own vehicle Va. The vehicle interior monitoring ECU 100 comprises a residual quantity determination part 140 that determines decrease in residual quantities of the battery 92, and an electricity transmission requirement part 150 that requires the other vehicle Vb parked around the own vehicle Va to execute wireless transmission of electricity, when decrease in the residual quantities of the battery 92 is determined.SELECTED DRAWING: Figure 1
