To provide incidental facilities to a road having an atmosphere purifying function for complementarily removing NOx in the air to obtain good environment.

A cementitious coating film containing a photocatalyst, an adsorbent, an alkaline earth metal salt and aggregate or a foaming agent is formed on the external surfaces of the incidental facilities to the road. Since the coating film contains the photocatalyst, NOx in the air is removed and since the cementitious coating film is porous, the NOx removing effect is made excellent. The adsorbent, the alkaline earth metal salt, and the aggregate or the foaming agent can enhance the NOx removing effect.
