To more accurately, a commercial scene index value of an object plant.SOLUTION: An index value predicting device 10 comprises: a first acquiring part 101 for acquiring data related to previous weather in a specific region; a second acquiring part 102 for acquiring data indicating a previous commercial scene index value of a non object plant being different from an object plant; a third acquiring part 103 for acquiring data indicating a previous commercial scene index value of the object plant; a prediction model storage part 104 for storing a prediction model for predicting a commercial scene index value of the object plant; and a predicting part for inputting the acquired data acquired by the first acquiring part, the acquired data acquired by the second acquiring part, and the acquired data acquired by the third acquiring part to the predicting model, to predict a commercial scene index value of the object plant in a prediction object period.SELECTED DRAWING: Figure 3
