PURPOSE: To improve serviceability for a transmitter by recording a history set in a response awaiting state at every transmitter in accordance with an incoming call destination, and changing the priority of the transmitter based on such information.
CONSTITUTION: When an incoming call from a terminal 1a is received by a terminal 1b and an incoming call person already exists at the terminal 1b and the terminal 1a is set in an awaiting state, a priority information read-in means 72 samples transmission origin priority information in accordance with the incoming call destination stored in a priority information storage table 61. Thence, a response awaiting order decision means 74 stores the information in sequence of awaiting order decided in a response awaiting order table 64. When the terminal 1a decides abandonment in mid-way of awaiting, a priority information change means 71 writes the number of times and time of response awaiting on a prescribed area in the table 61, and changes the priority of the terminal 1a.
