When a notice distribution server SV distributes notice information contents to a plurality of terminals, a UDP packet in which a URL for accessing the notice information contents is described is first generated and transmitted to the terminals. Then, when an http request for requesting distribution of the notice information contents arrives from the terminals to the UDP packet, the applicable notice information contents are transmitted to a terminal at a request source. In addition, when the UDP packet is transmitted, the terminals to be distribution destinations are divided into a plurality of groups by unit which can be processed by the self-server SV based on the number of terminals to be the distribution destinations, an information amount of the contents constituting the notice information stored in a content DB 21 and distribution throughput of the self-notice distribution server SV. Then, the UDP packet is transmitted by differentiating time by every these groups.
