An input control part 31 judges whether the time t1 from the end of input of a 1st stroke to the start of input of a 2nd stroke is shorter than a time A1. When the time t1 is shorter than the time A1, it is judged that the hand input is faster than standard input and a quick mode wherein the time of transition to recognition is short is judged. When the time t1 is longer than the time A1, the input control part 31 judges whether or not the time t1 is longer than the time B1. When the time t1 is longer than the time B1, it is judged that the hand input is slower than the standard input and a slow mode wherein the time of transition to recognition is long is judged. When the time t1 is shorter than the time B1, it is judged that the hand input is standard input and a standard mode wherein the time of transition to recognition is a standard time is judged.
