PROBLEM TO BE SOLVED: To reduce operation load and reduce the risk of operation errors by making common organization configuration information on a plurality of organizations different in data type and holding method.SOLUTION: An update information processing apparatus 100 comprises a conversion-rule storage unit 1110 storing a conversion rule 111 for converting organization configuration information to common information 1200 of a first type; a common-information generation unit 110 acquiring each organization configuration information, acquiring the conversion rule 111 corresponding to each organization constituent information, and converting each organization configuration information to the common information 1200 containing organization reshuffle information 121 and transfer information 122 on the basis of the acquired conversion rule 111; and a common information storage unit 120 storing the common information 1200 generated by the common information generation unit 110.
