A providing information storage part 210 stores a plurality of pieces of providing information in association with pieces of position information which are different from each other. A present position information acquisition part 230 acquires present position information on a portable communication terminal 100. A speed information acquisition part 240 acquires terminal speed information indicative of the moving speed of the portable communication terminal 100. An information selection part 250 selects part of the providing information stored by the providing information storage part 210 based on the present position information and the terminal speed information, and the position information stored by the providing information storage part 210. The information selection part 250 selects providing information in which the position information is included in the information providing range. An information transmission part 260 transmits the providing information selected by the information selection part 250 to the portable communication terminal 100.
