PROBLEM TO BE SOLVED: To set a safe evacuation route.SOLUTION: An information providing device 100a is capable of communicating with the other information providing device, and is included in a system 1 having a plurality of information providing devices for guiding evacuees to evacuation places by guidance instruction information outputted by the information providing device. The information providing device 100a obtains an advertisement risk relating to a first evacuation route to an evacuation place from the other information providing device and advertisement distance information relating to a distance to the evacuation place relating to the first evacuation route. The information providing device 100a updates the guidance instruction information including an evacuation direction from an own device based on the risk relating to the second evacuation route from own device to the evacuation place and the distance information relating to the distance up to the evacuation place and the advertisement risk relating to the first evacuation route and the advertisement distance information relating to the first evacuation route.
