To reduce a speech charge of a user making dialup connection.

A user uses a terminal 2 to make dialup connection to a server 1 via a telephone line network 3. The server 1 receives a telephone number of the user with dialup connection from the user. The server 1 detects whether or not information provided to the user is stored in a storage area allocated to a received telephone number of a server 4a connected via a network 4. When the information is stored, the server 1 hooks off, that is, the terminal 2 and the server 1 are interconnected by a telephone line and the information stored in the server 4a is sent to the terminal 2. When the information to be provided to the user is not stored in the server 4a, no telephone line is connected and then no telephone charge is imposed on the user.
