The information providing device for providing the service information and an information communication terminal for receiving and using the service information are connected by the radiocommunication on the basis of a prescribed connection establishing procedure. The information providing device has a radiocommunication part composed of a connection information part including a first information block required for establishing the radiocommunication connection to the information communication terminal for transmitting information requesting to establish the radiocommunication connection, and an all purpose information part including a second information block on the providable service information, and transmitting a response signal. The information communication terminal is characterized by having a connection establishing part for establishing the radiocommunication connection by using the first information block included in the connection information part of the received response signal, and an information acquiring part for acquiring the service information from the second information block included in the all purpose information part of the received response signal.
