PURPOSE: To distribute and manage recording paper efficiently by connecting a picture transmission terminal equipment on a master station side and plural picture transmitters on a slave station side via a telephone line so as to mutually send the information of the recording paper.

CONSTITUTION: A master station side picture transmission terminal equipment 1 and plural picture transmitters at a slave station side 2 are connected by a telephone line l. The terminal equipment 1 at the master station side reads 2-dimension picture information described on recording paper and converts the information into a linear serial signal, sends the result and stores the sent picture information and the picture information returned from the slave station is received and stored and only the picture information to be added in comparison with the picture information at the transmission state is appended on the respectively paper. On the other hand, a terminal equipment 2 of each slave station receives a picture data sent from the master station and outputs the same picture as that at the master station onto the recording paper simulatingly and reads the copied picture of the recording paper to return the picture data to the master station via the telephone line l.
