To provide an inner cover with a handle in a catch basin or the like for easily lifting the inner cover to open even if the outer peripheral surface of the inner cover is airtightly held to the inner peripheral surface of a riser.

A flange 4 is integrally formed on the upper end outer periphery of a cover main body 3 of short cylinder shape with a flat blocking part 2 formed at the upper end. A recessed part 8 is formed in the flat blocking part 2, and the handle 9 is provided at a part of the recessed part 8, offset in a position off the center point O of the cover main body 3 so that the upper face part is flush with the blocking part 2.
