An inorganic coated steel material consists of a steel material surface-coated with a 1 mm or thicker coating of an inorganic material, with the steel material and the inorganic material bound together through hydrogen bonding, acid-base bonding and/or covalent bonding. A method of manufacturing the inorganic coating steel material comprises adding a compound having one or more types of polar groups selected from carboxyl, amine, hydroxy and mercapto groups at two or more ends to a solution or dispersion of an inorganic material to prepare a treatment solution, applying the treatment solution to the surface of a steel material and solidifying the applied solution to coat the steel material with the inorganic material.
