To provide an inorganic EL element having high productivity, capable of easily forming a film and enhancing light emission brightness, and also provide an illumination device equipped with this inorganic EL element useful for many uses and having high illumination quality.
By providing a high dielectric buffer layer (second insulating layer) between an insulating layer and a light-emitting layer, adhesiveness between the insulating layer and the light-emitting layer can be enhanced largely, and the light emission brightness can be elevated. In other words, the EL element has the rear electrode, the insulating layer, the light-emitting layer, and a transparent electrode sequentially laminated. The insulating layer includes a first insulating layer not containing an organic binder and the second insulating layer containing the organic binder, and the light-emitting layer is laminated on the second insulating layer, thus the inorganic EL element is provided.
