CONSTITUTION: The inquiry processing of one node 101 is distribute into first node groups 102 and 103, and the number of nodes necessary for ending a processing within an inquiry processing limit time Qt is decided. Then, at the time of requesting a data base processing from the first node groups 102 and 103 to the second node groups 104-108 which perform an access to an actual data base, a processing request relation for equalizing the processing loads of the first node groups 102 and 103 is decided, and when imbalance occurs at the processing load, the processing request relation for further equalizing the processing loads of the first node groups 102 and 103 is decided by dividing the nodes in the second node groups 104-108. Then, a responding method for returning the processed results returned from the second node groups 104-108 from the first node groups 102 and 103 to a user is decided.
