PURPOSE: To provide the cement-baking installation capable of utilizing the combustion heat of wastes.

CONSTITUTION: A fluidizing baking oven 6 at whose lower part a preheated air-charging port 22 is disposed so as to enable the formation of the fluidized bed 21 of a cement raw material (s) therein and which is provided with a fuel chute 12 and an auxiliary burner 13 at positions, respectively, near to the upper part of the fluidized bed 21 is prepared. The cement raw material (s) preliminarily heated and calcined with a preheater 7 is fed into the fluidizing baking oven 6, and a waste ground material produced by grinding a flammable waste is fed into the fluidizing baking oven 6 with a fuel-feeding device 14 through the fuel chute 12. While the fluidized bed 21 of the cement raw material (s) is formed, the waste ground material is burned by the aid of an auxiliary fuel fed from the auxiliary burner 13 to bake the cement raw material (s) into a clinker. The baked clinker is guided into a clinker cooler 10 and cooled.
