CONSTITUTION: The device is provided with a pushing device 35 equipped with a mobile body 29 whose upper end part penetrates a road surface 14 and moves upwards and downwards by pushing up a ticket 3 stopped in a carrying route 13 by a restrict device 34 and with a built-in IC 5 for memory as a storage medium 4 in the progressive direction of the ticket 3 and a driving device 32 with an upper end part penetrating the mobile body 29 and the top part which penetrates the road surface 14 at the top limit part being the waiting position and projected in the carrying route 13 is abutted to the ticket 3 to be carried by its own weight in the carrying route 13 and with an electromagnet 20 with a built-in mobile iron core 21 which drives a restrict body 16 moving upwards and downwards through a link mechanism 31.
