PURPOSE: To detect whether a track insulating device is short-circuited, with simple constitution.
CONSTITUTION: A transmitter TX1 outputs a train detection signal of frequency f1 to a track circuit 1T. A receiver RX1 is connected to a band-pass filter BPF12 so as to detect presence of a train in the track circuit 1T according to whether to have received the signal of frequency f1. A transmitter TX2 outputs a train detection signal of frequency f2, different from the frequency f1, to a track circuit 2T. A rail insulation destruction detector IDT1 judges insulation destruction of rail insulating devices A2, B2 between the track circuit 1T and the track circuit 2T when the signal of frequency f2 is superposed on a receiving side impedance bond ZB21 of the track circuit 1T.
