To facilitate a construction work at site by sticking a plurality of interlocking blocks that a composite material constituted of an alkali metal silicate aqueous solution, a hardener, ceramic hollow fine particles, siliceous fine powder, natural crushed stone particles, and auxiliary fiber are molded, on the surface of a tabular material.
A sheet of vinyl chloride film is adsorbed on a form face on which a rugged pattern is formed and a plurality of interlocking block 2 are arranged. After an alkali metal silicate aqueous solution, a hardener, ceramic hollow fine particles, silica fumes, natural crushed stone particles, and auxiliary fiber have been mixed sufficiently, the mixture is placed and molded with pressure. After cement mortar 3 has been applied on the surface of a tabular material as a base board, uncured interlocking blocks 2 are stuck thereon. The tabular material of the interlocking block panel 1 is made of an inorganic material, an organic material, or a ligneous material and the ceramic hollow fine particles have a compressive strength of 600 kgf/cm2 or larger, a bulk density of 0.3-0.5 g/cm3, and a melting point of 1,500°C or hither. In this way, labor during the construction can be improved and it can be made nonslip even when it gets wet.
