PURPOSE: To allow emergency calling and emergency broadcasting when an abnormality occurs by providing a terminal device with a means which gives priority levels to operation modes and performs high-priority operation modes selectively when plural operation modes are specified by a main device.
CONSTITUTION: The system decides on the state of a hook switch in a wait state and refers to received data in a memory area to decide whether the receives data is an emergency broadcasting command or service broadcasting command. Then, when a decision on a service broadcasting command step is made, a broadcasting circuit is formed including a broadcasting line 3, relay contact 56, speech circuit 52, and speaker 54 to receive a service broadcast. When the decision result shows an emergency broadcasting command step, the broadcasting circuit is formed including the broadcasting line 3, relay contact 56, speech circuit 52, and speaker 54 as well as the service broadcasting mode to receive an emergency broadcast.
