PROBLEM TO BE SOLVED: To easily specify repetitive field image information even for images with much noise by judging the repetitive field image information by the property of a high order coefficient in the vertical direction of a frequency area obtained by orthogonally transforming a pixel.
SOLUTION: The structure of frame image information for judgment is judged by orthogonal transformation parts 13, 23 and 33, general parts 14, 24 and 34 and a comparator 40. When the frame image information for the judgment is a field structure, a peculiar tendency appears in the high order coefficient in the vertical direction. Then, this inverse telecine converter pays attention to the high order coefficient in the vertical direction among the coefficients of the frequency area obtained by orthogonal transformation and judges that 'the frame image information for the judgment is the field structure' in the case that the high order coefficient indicates prescribed characteristics. Then, the relation of the frame image information for the judgment judged as the field structure and the frame image information for the judgment before and after the frame image information for the judgment timewise is checked and the repetitive field image information is extracted and eliminated.
