A rotating shaft 1a of a motor 1 is made protruded from a metal motor base 2 fitted with the motor 1 and a resin-made blower fan 3 is fitted to the rotating shaft 1a of the motor 1. A resin-made fan case 4 incorporating the blower fan 3 and a resin-made fan case base 8 arranged between the blower fan 3 and the motor base 2 form a resin-made blowing channel 5 insulated from the motor base 2. A slit 10 for insertion of an electrode plate 9 is fitted in the vicinity of a nozzle 4a of the fan case 4 in parallel with a wind direction, a high-voltage lead wire 11 connected to a minus voltage output of a high-voltage generator 6 is connected with the electrode plate 9 inserted into the slit 10, and an electrode 7 is structured at an end part of the electrode plate inserted into the blowing channel 5. Furthermore, the high-voltage generator 6 is fitted at an extended side of the fan case base 8 and an insulating rib 14 insulating the high-voltage generator 6 from the motor base 2 is made protruded from the fan case base 8.
